Sergei Dyablo about the situation of real estate in Odessa

The Ukrainian real estate market began to revive. What is happening in the overall market, which segment is more profitable for the construction business and how to build, so as not to destroy already existing – shares Sergei Dyablo.

– Sergei Vladislavovich, can you assess a situation on the real estate market.

– Housing construction in Odessa is developing successfully. The fact is that the Ukrainians lost an alternative sources of passive income.  Migrants from the Eastern Ukraine also contributed to the development of the real estate market.  Not the last role was played by the banks that provided mortgages.

– Which segment is most attractive to real estate developers?

– Economy class residential property. Business class realty is a small segment, and if built, its price is higher, but not as high as it used to be.

– Is it possible that if we built a lot of housing, sooner or later prices would crash?

– The reality is that profitability is very low and it’s actually nowhere to fall to. Moreover, the wages of workers are constantly growing, prices for materials too. There is no real probability that the price will be lower, because someone will be willing to earn less.

– Did it become more difficult or easier to build now?

– It’s much easier with the documentation, but difficulties arise with workers, and with a competent engineering staff. Also the level of competition is very high.  In addition we have many bad examples of construction and improvement, for example, Arcadia.  Continuing to build skyscrapers, as stand there, other Odessa real estate is being devalued.  But at the same time it is impossible to ensure sufficient water pressure, not enough sewerage, etc in new buildings.  Very big problems with infrastructure, road junctions and other issues. 

 

– Very often, developers and city officials are criticized for the fact that the city is being built in a random way now. What do you think about this?

– I believe that in each city construction policy should proceed from the historical traditions. Regarding the external design, facades and architectural elements of buildings in the city centre, I think it is also necessary to conform to tradition and keep the style when making a global overhaul.

– There was a theory that it suits those who want to see old buildings being destroyed, and then build new modern buildings instead of them.

When constructing skyscrapers, the vibrations that are created by equipment bring damage to roads and buildings that already stand next to them.  That is the reason why I would firstly oppose multistorey housing in Otrada.   We should try to keep the streets, courtyards, sidewalks unchanged. In the past few years this area has been heavily built,  but in my opinion, new constructions don’t disturb the existing architecture, but complement it organically.

– What can be done with the infrastructure?

No one can predict, but according to my personal feelings, the city faces collapse.

– You have developed a project to improve the traffic interchange on Frantsuzskiy Boulevard.

– Yes, a project that shows how to solve the transport problem. 

Originally Frantsuzskiy Boulevard was built as   extramural, suburban, paved road. Any rain was not something terrible, because the water weeped and drained away. The current trend to “raze everything to the ground” affects the fact that the “stormwater drainage” does not withstand and get clogged.

Today, with all its beauty and historical value, Frantsuzskiy Boulevard is also the most usual urban street. The roadway is narrow with only one lane in each direction, therefore traffic jams and lines of cars at traffic lights are not uncommon.

It is necessary to build underground parking and normal sidewalks. Excellent transport interchange will provide the opportunity to get to the city center in 10 minutes, or to reach any area of the city by car or using public transport.

But, as we have seen, Odessa streets reconstructed in recent years, do not use its width to increase traffic capacity, as their outer lanes are occupied by parked cars. The lane is out of traffic, and the traffic becomes difficult, if at least one car stops within the borders of one quarter.   I hope that the government will remove cars that are not parked properly, then we will have much more resource.  Studying transportation model of the city, in fact, it is seen that the overall traffic capacity of our roads is good enough.

And the city should control the appearance of what is being done.
